If you have Windows Vista or Windows 7 and are using their Clock Gadget for a convenient clock: STOP! Microsoft has discontinued their gadgets because of "serious vulnerabilities". You can add a clock for UTC that will show when you hover over the local taskbar time or change the local to UTC and have another that shows on hover for local time.
